Question: In many countries, gender inequality becomes even more visible after crises, especially when women and marginalized genders face unequal land rights, limited livelihood access, and biased governance systems. These barriers, identified as key recovery veto points, prevent fair and inclusive progress. 

Given these challenges, how can governments and communities address the key recovery veto points such as land tenure barriers, livelihood exclusion, and governance biases to ensure a more equitable and gender-inclusive post-crisis recovery?
